Since 26.3 Snapshot 4, IME candidates are invisible in fullscreen mode even when the "Exclusive Fullscreen" option is disabled (i.e., in borderless fullscreen mode). This differs from the previous behavior, makes IMEs difficult to use, and does not match the description of the option: All input methods are expected to work in this fullscreen mode.
Steps to Reproduce
Switch to a CJK IME, such as Microsoft Pinyin.
Toggle on fullscreen mode.
Make sure the "Exclusive Fullscreen" option is disabled.
Enter some text in any text box with the IME.
Observed Result
The IME candidates are invisble.
Expected Result
The IME candidates would show up as they did before 26.3 Snapshot 4.
