Other windows cannot be displayed on top of the game window even with the "Exclusive Fullscreen" option disabled

With Fullscreen enabled and Exclusive Fullscreen disabled, other windows cannot be placed on top of the game even when they are pinned on top (such as with Microsoft PowerToys Always On Top feature, or Firefox’s Picture-in-Picture view). Other features likened to borderless fullscreen such as alt-tabbing work as expected.

Steps to reproduce:

• Have Fullscreen enabled and Exclusive Fullscreeen disabled.

• Attempt to have another window pinned on top of the game window.

Expected Result:

The pinned window stays above the game window and can be viewed when in-game.

Actual Result:

The game window takes priority over the pinned window.
