[OpenGL] Major performance regression in 26.3 Snapshot 4

I’m getting about 40% fewer frames this snapshot compared to last, even under an identical situation and before factoring in any additional hit from MC-310141. I’ll reupload the first two videos from that report for added clarity.

26.3-snapshot-3 (gpu_utilization on):

26.3-snapshot-4 (gpu_utilization off; MC-310136 can also be observed):

Environment

Brief testing in Snapshot 6 testing indicated a slight improvement from Snapshot 4, but still a significant regression from Snapshot 3 and earlier. (Fortunately, Vulkan performance is crazy good for me this snapshot.)

Not noticing a significant change between snapshot 8:

and snapshot 9:

I’ll do some more testing later to compare against earlier versions. The difference between OpenGL and Vulkan in the latest snapshots is still night and day, and I suspect this is true for most if not all Apple Silicon Mac systems, so this regression isn’t as game-breaking as I at first thought it might be.

26.2 is still significantly more performant than these later snapshots:

I will add 26.3 Snapshot 9 as an affected version, as well as all subsequent versions in which I cannot crack 100FPS in this world with these settings.

Still present in 26.3 Release Candidate 1.
