The bug
When trading with a villager such that its experience bar fills to the next level, new trades are not unlocked, and the villager’s appearance and level do not change. Only after closing the trading interface and waiting multiple seconds does the villager update. Opening the trading interface again can then show the new trades.
In Bedrock Edition, the villager updates instantly while the trade window is still open.

Trade with it until its experience bar is filled

Can confirm myself, I think “causes” is the proper relationship here. Also linking MC-265423 as related since it would be sensible to fix both these issues at once.
