To recreate:
1. Create and activate an overworld map, zoom it out to max with 4x8 sheets of paper.
2. Go to the Nether.
3. Create and activate a nether map, zoom it out to max with another 4x8 sheets of paper.
Result:
The area covered is 1/4 that of the overworld map - i.e. one zoom level further. The starting area (and intermediate stages) are also zoomed out by one, but the glitch is unmistakable when you get the the final zoom level.
Similar issues may apply to the End as well but I haven't tried that.

Is this still a concern in the current Minecraft version 1.7.2 / Launcher version 1.3.4 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
This remains the case right up to the 14w25a snapshot and should be easy to duplicate.
On max-zoomed nether maps, the amount of territory drawn is so small it's almost completely covered by the map arrow. On a max-zoomed overworld map, there's a reasonable area around the pointer. The area visible is about 8x the area of the map pointer itself, once you've let it draw.

Probably related to how coordinates are scaled between the overworld and the Nether: 1 block in the Nether is 8 blocks in the overworld.
