I started a new survival game in Minecraft 13w37b and spawned in a Plains biome with a small Sunflower Plains biome next to it. After sleeping in my bed I found skeletons that weren't burning in the middle of the plain: they somehow found protection from sunlight with Sunflowers. Pushing them out of the Sunflower's hitbox was enough to set them on fire, and they puposedly return to the Sunflower as they detect it is a safe spot.
Steps to Reproduce:
1. Find sunflowers or other two blocks high plants, or plant them in a well-lit area.
2. Wait for night
3. Wait for undead mobs (skeletons and/or zombies) to spawn close to the sunflowers
4. Wait for dawn
5. As soon as the sunlight level is high enough to set undeads on fire, they will seek refuge to the nearest safe spot, including sunflowers and .

1.) Tall grass and flowers don't offer good protection against sunlight
2.) Can't reproduce this. Zombies spawned inside sunflowers still start to burn on my side. They don't even recognize any tall flower next to them. Tested in creative and survival in 13w37b !
Unable to Reproduce.
I made an area FULL with tall grass and bushes (see screenshot). They started burning anyway.
I also spawned Skeletons/Zombies between 2 Tallgrass and they´re all burning and not hiding. Some of them even ran away from the Tallgrass 😃
Did you program another code for Minecraft, or what? 😛 So, however I think that the Skeleton which ran into your Tallgrass, was random.

Try doing it in an open plain, with more naturally-spaced flowers and grass. But I agree, it does sound like a feature... from Pokemon _
Video proof. The skeleton doesn't catch fire unless I push it out of the double tall grass. He then tries to find another safe spot in the grass.

Tested it in a plains biome, Zombies/Skeletons do not hide in sunflowers and burn as usual. Are you even able to reproduce this yourself? Is there any other block high above the tall grass?
Sounds more like a feature: "Mobs hiding in tall grass"
