This is a by-product of Bedrock's C/P tick Redstone system. The only thing that may be considered a "bug" is the lack of visual update to Redstone dust, despite it still powering Redstone Consumers.
Can some Mojang employee please tell the public why this is considered working as intended? Everyone would like to know.
This has now been fixed, as the mob AI appears to have been fixed.
I'm sorry, but can somebody tell me why this is an intended feature? Because it came across as more of like a bug to me.
This may be the most significant bug that is currently in the game. This should be a top priority bug.

Joel, Endermen are not broken. They are broken in a different way, you are talking about how they lose their speed boost after you hit them if you stare at them to attack you. They do not de-aggro after you hit them. This bug is indeed fixed.

Yeah, as of now, Mojang seems to have fixed this bug. Man, this bug was annoying.
The name for this issue is very innacurate. The mobs do not slow to 0, they just move a fraction of their normal speed, didn't get certain numbers. Also they are slow instantly when they move through the water.
Joshua, thanks for the videos, they really help. But the spider one in daytime is inaccurate, as spiders normally stop attacking after a few seconds during daytime. Try it again at nighttime, but be wary that spiders' AI has changed in 1.8, making it so when it de-aggros, it will move forward blindly for a second or two then stop.
I also noticed a spider bug in 1.8 that applies to the wolf too. It is my report here: MC-49129. Somebody please check it out, nobody has viewed it at all and I reported it months ago.

Yes Daniel, I've reported a series of mob "lagginess" problems that you're experiencing. Don't worry, everyone is experiencing these issues, but some people just brush it off as if it's nothing. In reality, these problems with mobs are more game-breaking then many people think. They make mobs significantly easier to kill, while making it seem like the user's computer is too slow, confusing many people.
I would like to say that Endermen and Zombie Pigmen used to move at a significantly faster pace then most other mobs. Now, a witch with a speed 1 potion effect moves faster than them.
Cactus will still break boats that land/travel on top of it, but do not get damaged when colliding from the side.
