[MC-48374] Witches don't notice players while wandering

The Bug:

Witches don't notice players while wandering.

Steps to Reproduce:

Switch into creative mode and summon a witch.
Wait until it begins wandering and quickly switch into survival mode.
Take note as to whether or not witches notice players while wandering.

Observed Behavior:

Witches don't notice players while wandering.

Expected Behavior:

Witches would notice players while wandering.

This is a separate issue from that one. This one has been around since 1.4.4, and it only occurs if the witch is wandering aimlessly while idle. Although the witch is affected by [MC-48532], this is still separate. Please reopen @Sonicwave.
