I've noticed a severe issue when new chunks are generating on 13w37b where my server generates slowly and the chat log is filled with "Can't keep up" messages.

It's definitely not with my computer because it's been fine until now. The fact that you said you're using Update 25 makes me think it may be a bug in Update 40.
I don't know then. It may have just been a 1 time thing. I redownloaded the server jar for 13w37b too.
Is this still a concern in the current Minecraft version 1.7.2 / Launcher version 1.3.4 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

Cannot replicate, may be a computer issue and not minecraft. Tested, Java 7 update 25, Windows 7 64 bit
