While crouching and holding nothing, the player can interact with chests, furnaces, redstone components, and other interactable blocks. This does not happen when the player is holding an item.
Per the Works As Intended resolution of MC-4565, this is a regression.

Can confirm in 26.2 and 26.3, updating title and description. This behavior is consistent across all blocks, while the behavior across entities differs, which is a separate issue and may be intended.
Per MC-4565 (and the related MC-4196), back in 2012 Mojang considered it intended that players could not interact with blocks while crouching with an empty hand, so this would constitute a regression. Mojang will need to decide whether this behavior is now intended. I personally am leaning slightly towards reverting to the old behavior for the sake of consistency, but there may be some benefit to the current behavior that Iām not thinking of.
This is not a regression. It is a duplicate of MC-4565 / MC-4196.
MC-4565 states:
Holding Shift without block in your hand makes impossible to interact with normally interactable blocks. This applies only for items, empty hand works as intended.
The comment on MC-4196 states:
Is indeed confirmed as a feature. You can now put buttons and levers and other things on blocks you can interact with. If you want to interact whilst crouching don't hold a block or item.
This report is describing the same behavior: you cannot interact with blocks while sneaking if you are holding an item, but you can interact with them when your hand is empty.
Thank you for your report!
After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
