[MC-312549] Skeletons don't shiver when under the Freezing Effect

Upon throwing a freezing potion at a skeleton, they however do not shiver

Same missing shiver animation on skeletons reported on MC-312406. Closed as won’t fix. Freezing potion mentioned here is another way to reproduce it.
