[MC-3710] Blue lakes and rivers in swamp biomes

The bug

(Looks more like an omission than a bug; may be intended)

Lakes (and rivers) can spawn in swamp biomes creating annoying spots (or lines) of clear water within the swamp mud.

How to reproduce

Seed: -6360118730009097443
Coordinates: /execute in minecraft:overworld run tp @s -587 112 -188

Seems to be intended. The swamp water is dirty and greenish but the river's water is clear.

As of 1.13, this can actually be useful to determine where salmon and squid spawn. (Both can only spawn in river and ocean biomes) I may be quite late but IMO it should stay this way from now on.
