[MC-3780] Wither not spawning

The Wither does not spawn when the Soul Sand block at the bottom is placed last. It doesn't matter if you do it by hand, or use a piston. If you remove and replace one of the heads it will spawn.

The rule for all buildable mobs is : Build from bottom to top, this applies too for the Snow Golem and the Iron Golem, see http://www.minecraftwiki.net/wiki/Wither

Correct. None of them. All three buildable mobs have to be build by the player.

Are you in peaceful mode? Non of hostile mobs will Spawn in peaceful. Be carfully when try to report na issue!

No hostile mobs except for the Ender Dragon spawn in peaceful mode. You are in peaceful mode.

It is happening to me on 1.16 snapshot 20w21a, and i am not on peaceful mode. (If you are on peaceful mode, and you sucessfully summon the wither, you will see a blink for less than a second and then it will despawn.)
