I think this may have happened due to bugs that generated due to support for Windows 10.
No hostile mobs except for the Ender Dragon spawn in peaceful mode. You are in peaceful mode.
But do you mean multi-player or single-player?

I figured this out, generic villagers will get removed by 1.8 and is removed for snapshots after 1.7.9
Oh. For example, I can only break wool with shears?
I tried adventure mode in 1.7.10 update and I don't get this bug. Because it won't break.
