When playing in survival a witch creeped up on me and killed me because I didn't hear her splash potion. I later did some testing in creative and found out that the potion can only be heard if the friendly creatures volume is on, which I had off because all the pigs and cows in my world are very noisy. I think that a witch's potion should be classified under hostile creatures instead of friendly creatures.

I think this is technically not a bug. It's just poor sound event categorization. It could stand to be improved, though.
The splash potion sound event, game.potion.smash, is used for any time a splash potion breaks. So it shouldn't be put into Hostile Creatures, as it is triggered for potions thrown by players, witches, or dispensers, or spawned with a spawner or /summon.
The sounds of non-mob entities (such as thrown potions, arrows, and minecarts) have been lumped into the passive mob category (which is why I think it's technically not a bug). They actually don't fit into any category. It would be better if those sounds were put into a category by themselves, named "Objects" or something.
Not a dupe of MC-36360. That one is about player sounds, this is about a hostile mob.

Smashing sounds of thrown splash potions are still controlled by the "Friendly Creatures" slider in 1.11.
