Steps to reproduce:
Type /tp (WITH NOTHING ELSE)
Look at the syntax, at the very end
It will say Y-rot and X-rot even though in the real command it will be in the order X-rot Y-rot

you are misunderstanding my point, the syntax does not match the actual command, x-rot comes before y-rot but this is mixed up in the syntax which can get confusing
No, y-rot is yaw, which is around the vertical axis, or left-right. X-rot is pitch, which are off the horizontal axes, or up-down.
I think the reasoning is that the rotation order is yaw, then pitch, which are traditionally y and x.
