[MC-47555] Cannot place boats

You simply cannot place boats. I restarted my game to see if it was a fail while loading the game, but no such luck. I still couldn't place boats. It affects every gamemode. You can't place them on water, nor on the ground. Dispensing works. It does not affect Minecarts.

I found there is more to it...
when placing boats, you have to place them in water. also, they are visually under water and you "float" above them

Actually you can place boats, but you have to jump first. That makes it impossible to place a boat down when you are swimming.
I noticed the sinking bug and reported it in MC-47636

Same issue I've been having since the update yesterday. You have to jump to place a boat and the boat looks full of water. While traveling in a boat in single player it randomly breaks on things when I'm a good 10 to 20 blocks away from everything as well though I don't know if this is a connected issue.

Player cannot manually place a boat on water. Boats can be placed by dispensers. Players can interact with boats, break them, ride in them, etc.
Tested in 14w05b, boats could be placed. Issue seems to be tied to the 14w06 snapshots.
