When exploring Nether Fortresses, looking for Wither Skeletons. Not sure if the spawn rates have been tweaked, but all other mobs spawn in just fine, probably noticeably more than before the AI changes made recently. Wither Skeletons don't seem to detect the player as far as other mobs, and sometimes despawn well within 30 blocks.

I don't have an issue with them spawning, there seems to be vast amounts of Blazes, Magma Cubes, and Wither Skeletons; the issue is that Wither Skeletons despawn too quickly. Also it's as if you have to be stood within around 8 blocks for them to see you, where as Blazes seem to have Zombie-like tracking AI now. Oh, and I keep seeing regular Zombies in Fortresses, separate issue I know; still very odd.
Sorry, I should have been more specific. I was only addressing:
Not sure if the spawn rates have been tweaked
Is this still a concern in the current Minecraft version 1.7.9 / Launcher version 1.3.11 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

I can confirm that the problem with Wither Skeletons not seeming to notice the player in some cases is present in 1.8 pre3
@Chris - zombies have a chance to spawn when zombie pigmen receive damage, or it could be that they are wandering through your portals?
I do believe the spawn rates have been tweaked (no proof that I know of yet), possibly to balance out the fact the looting enchantment was increased from 0.5% per level to 1.0% per level.
