"Can't see up thru clouds" effect starting 1 block too high

I know it's normal to not be able to see up through the clouds, only down, but the effect seems to be starting 1 block too high, so that the clouds become opaque while my head is still in them. Specifically it's happening when my legs are below the cloud line but the upper half of my body isn't.

this is not duplicate of MC-997, I posted this as well, posision is now calculated from feet, not from eyes causing it that when you stand in the clouds only with your eyes but not your feet that your vision will be limited to the inside of the clouds

For the record this seems to be caused by the lighting calculations being based on feet location instead of head location like it used to be. That was an intentional change (people were complaining about the block light value in the F3 screen being wrong) but it's caused about 12 other bugs. MC-47591 seems to be caused by the same thing for example.
