[MC-50920] Skeleton and zombie horses cannot wear armor

The Bug:

Skeleton and zombie horses cannot wear armor.

Steps to Reproduce:

Summon a skeleton or zombie horse.

/summon skeleton_horse ~ ~ ~ {Tame:1b,SaddleItem:{id:saddle,Count:1b}}
/summon zombie_horse ~ ~ ~ {Tame:1b,SaddleItem:{id:saddle,Count:1b}}

Open up the horse's inventory.
→ ❌ Notice how skeleton and zombie horses can only wear a saddle and not any armor.

Invalid, skeleton/zombie horses are partially implemented, unsupported mobs, much like the Giant.

I still believe that it is a bug for undead horses to not wear armor.

Far worse, undead and zombie horses can't have leads attached to them. Thus they can't cross water. That's why I stopped using them.

I haven't noticed that, all I did with undead horses was display them as one of the in-game horse types.
