1) Take fortune 1 book out of inventory (creative mode)
2) Rename it to "Lucky Book" at the anvil
3) Use the following give command:
/give @p minecraft:enchanted_book 1 0 {StoredEnchantments:[{id:35,lvl:1}],display:{Name:Lucky Book}}
4) Run the following commands on a clock:
/scoreboard players set @e[type=Item] luckyBookT 1 {Item:{id:minecraft:enchanted_book,tag:{StoredEnchantments:[{id:35,lvl:1}],display:{Name:Lucky Book}}}}
/execute @e[score_luckyBookT_min=1] ~ ~ ~ particle reddust ~ ~ ~ 0.1 0.1 0.1 0.0 10
5) Toss both books on the ground
6) See that only the book via /give will have particle effects, even though they both look exactly the same
7) Try not to cry
8) Cry a lot

Unfortunately as I said in the description, it is the book from the anvil that causes problems. I attached Images, so you guys can understand better.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.

you need to replace
Lucky Book
with
"Lucky Book"
because the command doesnt like spaces, so it has a book called Lucky.
