2. Teleport outside
3. Look almost down
4. Throw an item
The item gets stuck in the worldborder
Since 14w29b it seems like this bug isn't happening so extreme any more, now you have to move away while throwing the item and also the item gets after about 1 second to the "right" (right is quoted because it is still floating 1 block above the ground) position at the ground

/worldborder center ~ ~
then do
/worldborder set 10
and then you can have fun with it by doing other commands. Although not an official source, the MC Wiki has some other commands that can be used, which can be seen here: http://minecraft.gamepedia.com/World_border#Commands
Reversing ticket links because MC-56209 better describes the underlying issue.
I can still reproduce in 14w29b. You have to be close to the border, look straight down, drop an item, and quickly move away, or you'll just pick it back up.

Maybe you understood it wrong, the title is a little bit irritating I know, but is it really intended that items then float in the worldborder???
