In the inventory, stairs are backwards, and they place the opposite direction in which you are facing. It works correctly only if you are facing east.

I can confirm this, you cannot change stair's rotation at all. They're always facing 1 way (They also look weird in your inventory and when you hold them)

@unknown, that's now part of MC-50517.
It may be of interest to note that stairs can still be placed upside-down. However, they will only face one compass direction as well.
