If you look at the picture there is a fake scorsce block on top of the hopper where water was before i put the signs infront
Does not need to have the hopper to be involved, see MC-6061.

Isn't it because you'll get the UI when placing a sign and maybe that will prevent the water from getting a block update. Because if I place a ladder, the water does disappear.

Also affects 13w21b. However the issue is that signs that are placed do not cause a block update. Tested with a bud switch, breaking a sign does cause an update.
Signs cannot be destoyed by water.
