The bug
Item tooltips still use the §
character for formatting instead of text components. This causes the tooltips to render incorrectly when a right-to-left language is selected.
How to reproduce
Switch your language to any right-to-left language (eg, Arabic). Any language which displays with the parentheses on the right rather than the left in the language list should have this issue.
Grab a writable book.
Sign the book with any title.
→ Note that while signing,§
s are visible.Hover over the signed book in your inventory.
→ Note that the§
s are visible and coloration does not happen.

Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w42a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time.
Can confirm for MC 1.12.1, basically every coloration using the § character in RTL languages doesn't seem to work.
No longer an issue as of 18w01a as §
is not used for formatting anymore.
Just checked, apparently tooltips still use §
and therefore this still is not fixed.

Confirmed for 1.13.1.

Still in 1.12.2 1.13.1 1.13 1.13.2 1.14 1.14.1 1.14.2 1.14.3 Pre-release 3

This looks fixed for me in 1.16-rc1. Can someone else confirm?

I can confirm that this isn't fixed in 1.16 rc-1

@@unknown, can you please tell us for which item this problem still exists (and possibly also for which language)?

I confirm that it is fixed for the Arabic language
edit : in 1.16 rc-1

This issue is still present while signing a written book in many languages, including Arabic. Seems to be fixed for tooltips though.

@@unknown, I have created MC-191579 now, I assume that is what you are describing. Please comment on that report in case you want to become the reporter and keep the report up to date.
Besides that bug, is anyone still experiencing this bug for tooltips?

Cannot confirm for 20w28a. Is this still an issue?

Fully solved in 20w28a

The bug is fully fixed for Arabic but the issue is still present for Persian, letters like پ گ چ ی aren't correctly connected while ی is correctly connected in Arabic.
