Skeletons sometimes spawn without Bows.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.

Keep in mind that the "Resolved"-Status on this ticket just means "Answered", and that we are waiting for further information on whether this issue still exists or not. We will reopen it as soon as the requested information has been delivered.

I have experienced this issue twice on 1.13 during the past few weeks. The two skeletons I encountered that did not have bows behaved very strangely. They did not approach me but would continue to look at me as I moved around them. They also moved their empty arms up in down as if they were trying to attack. If I walked directly next to them they were able to inflict minor melee damage, but they still would not try pursue me.

It doesn't appear to be a very common issue as the vast majority of skeletons I have encountered on 1.13 have spawned and behaved normally. If I see this issue again I will take a screenshot and upload.
