When I get in or near a Jungle biome my computer drops about 30 fps from the original 60.

Every once in a great while frame rates won't drop, but yeah, jungles are pretty much death zones to be avoided at all costs

Jungle causes Lag, yes.

I believe that the cause for the lag is leaf rendering - the client tries to render things behind the leaves because they're slightly transparent, and renders leaves behind that in layers of increasing lag. When I switch to fast graphics, the lag vanishes. Also, disabling fire tick does not stop the lag, so it is not a spreading forest fire that causes the lag.

Concur with @unknown The lag is much better with fast graphics on. I also reproduced the fire tick observation.
