I don't know any way to debug what the actual willingness numbers are, so I'm going based on what the Wiki says about how they behave. Feeding villagers was a 1.8 addition.
I have confirmed that I can trade with villagers and they will get hearts and breed. When I turn mob griefing back on I can throw potatoes and wheat at their feet and they pick them up. Turn mobGriefing off and I can throw all the food I like, they will never pick it up.

Ah, thanks. That makes it much more clear. I think the real bug is that villagers don't pick up farming items (wheat, bread, carrots, potatoes, seeds) or try to farm when mobGriefing is set to false. More testing may be needed.
The best way to do that would be to have the gamerule be mob specific, so you could customise what is allowed to change things. This has been suggested on the suggestions subreddit.
Keep in mind that destroying blocks and picking up items are two different things. With mobGriefing off, the only way to breed villagers is to trade with them.
I don't think anyone would consider it mob "griefing" if they were able to pick up carrots/potatoes/bread that a player throws at them to increase their willingness.
As indicated, all feature requests and changes should be kept on the subreddit. As for the report, you will have to wait for a developer to decide if this works as intended, or if it is indeed a bug.
Well, if this is indeed a bug, then zombies picking up items would also be a bug, which it clearly isn't. This behavior is intended.

I didn't think you ever COULD feed villagers, am I wrong? I thought they just bred on their own time when the conditions were met. (Enough houses/doors)
