This problem is still present in 1.6.2, major annoyance...
Apparently this isn't limited to just creative mode and exists in 1.6.2... Just watched Etholabs Mindcrack episode 106 youtube video and he just discovered it for himself in survival. Roughly 5 mins into the video.
I just wanted to add a note that we've been seeing this on our 100% vanilla 1.62 server. We have various train stations and under a one block floor are the wiring rooms. For some stations you just "dismount" the cart to get out. But I was testing to see how we could break the cart while riding it (the new mechanic was a very poor design decision by the way as you have to chase after carts all the time). I shot an arrow at it to break it and ended up in the wiring room. Other stations use a cactus/hopper setup based on a 1.5.2 sethblng design and when we arrive at the station we also end up in the wiring room when the cart breaks. However, in some cases if you try and move when the cart breaks, you can sometimes avoid it.

If the game starts out with a high frame rate, i.e. your 90, then the issue is most likely NOT what this bug is primarily about... It could be related to some other things.
Are you using Optifine? If you are, remove it and see if that clears up your problem... I was running Optifine and experienced something similar on my server. I removed it and things have been fine ever since. I didn't spend any time fiddling with the Optifine settings to see what may have been causing it.
If you're not using Optfine, try limiting the frame rate to something lower.. Running it at Max isn't always the best for some systems/drivers. You should also try turning Advanced OpenGL on/off and see if that improves anything. That can be driver/system dependent and also has caused issues for some people.
Or, it could be related to the Zombie lag bug although one would think everyone on the server would experience that if it was occurring.

I can also confirm this. On our Server it's so bad that in the main area of our village you cannot play as when moving between chunk borders the whole server stutters for a moment and players experience rubber-banding.
I've tried several workarounds already but none of them did actually work.
Placed barrier block ceiling above area causing problems at y:255
Removed all player heads
Removed buildings from spawn chunk
Used "Light Cleaner" plugin to relight chunks after world edit usage
Used --forceUpgrade --eraseCache startup flags on server startup
Interestingly enough the stuttering starts 9 Chunks away from spawn and ends 16 chunks away from spawn.
So moving towards spawn causes massive stuttering and rubber-banding, moving away from spawn does not.

I really hope this will get fixed as soon as possible as this is a known bug since Minecraft 1.14
