[MC-75996] Lilypads don't make sound when placed on water.

Works fine when placing on side of block. Related to MC-75995? (I found both at the same time)

Why should they make no sound when placed? All blocks currently make sound when placed, even lilypads. (but only when they're placed on the side of a block)

Confirmed (also in 1.8 and 1.8.1, and prior versions). Surprisingly it seems that no one has ever reported this before (searched "lilypad sound" and "lilypad noise").
