When you hold a bow in your offhand and right-click, it will go up and down. When you hold an item in your mainhand, it will also go up and down (when you can't use it).
I thought the bow would shoot. Maybe this is not a bug, but this "jiggling" is definetely one. Stone normally doesn't "jiggle" when you try to place it in the air.

You can't shoot from the offhand. The animation is wonky for using items unsuccessfully but that's its own bug.
Fixed for next snapshot!
