If you're inside an end gateway portal block with no teleport function in gamemode Survival, Creative, or Adventure mode, the texture will "disappear" periodically each (apparently) 1.950 seconds realtime or 39 game ticks for the length of (apparently) 0.050 seconds realtime or 1 MC game tick, causing a "flashing" which could be troublesome for people prone to epilepsy.
In 20w17a:

The "flashing" occurs only if the end gateway:
is at least of
Age
200 ticks (after the magenta, formerly yellow, beam changes to the purple beam)got a positive
[media]Age
value > transmits a beam whilst an entity is inside it.
The "flashing" inside the end gateway occurs not:
within the first 200 ticks
with a negative
[media]Age
value > when no beam is transmitted whilst an entity is inside it
The beam flashing can also be seen from the outside:

Additionally, there also seems to be a short "gap" (no beam transmission) below 1 game tick length, when the magenta (0-200 ticks Age
) switches to the purple beam. During this "gap" though the end gateway texture itself is rendered.

Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w42a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time.
Confirmed for 1.12 release.
The texture basically "flashes", it disappears periodically, which could possibly cause seizures in people prone to epilepsy, e.g. people in the Autism spectrum.
Recorded + attached a short video showcasing the issue:

I'm willing to overtake this bugpost, as the reporter apparently didn't get back to you since October 2016 🙂
As of 18w49a, it seems the "flashing" whilst standing inside the gateway does luckily not occur anymore, however, the flashing beam itself still occurs while an entity is standing inside the gateway.
Gateways aren't also still "see-through" in spectator mode, of which is currently unknown whether this is WaI.
now it is not rendered at all.
@unknown Yes indeed, it doesn't, when I noticed back then, I immediately created MC-163023, which unfortunately was resolved as "WaI".
Personally, I would have preferred a proper fix, as then those blocks would be of better use for the mapmaker/contraption maker community.
Last time I had checked, the beam still periodically flashes when an entity stands inside it and no ExitPortal is specified.
Edit: I have to add that I still hope for a proper fix, as the underlying mechanism is still present, and as soon as - intentionally or not - gateways would render again, the same issue as described here in this bugpost would occur again.
Removed
from the description, this is WAI spectator noclip behavior.
