[MC-86647] when swung all tools including swords but not hoes swing too low

What I expected to happen was...:
When swung at air, swords/tools should swing in front of you just like swinging at a block.

What actually happened was...:
when swung at air swords/tools are at the bottom of your screen so that you can just see the top of the tool/sword

Steps to Reproduce:
1. load minecraft 15w34a
2. grab any tool or sword
3. swing it so that you are not hitting any block or entity

Confirmed. Not sure if this is intended and/or if it has to do with the attack strength mechanic.

Is this still an issue in 15w44b? If so, please explain the issue in detail and provide steps to reproduce it.
