They only dispense oak boats. Others are dropped as an item.

Can reproduce for all but oak boat. Oak boat is dispensed as rideable boat when there is water under it (but with wrong direction, as mentioned here: MC-90074 ). Other boats are not dispensed properly, they are dropped as items.
Also: In attached screenshot there should be a water pool in front of dispensers.
Can confirm.
They can't dispense any boats.
