I have 18 droppers all wired up the exact same way with redstone but for some reason 2 of them won't activate when i activate the redstone and even when i just put one redstone dust and a torch to activate it it still won't activate but when i break the redstone dust it activates. It only happens to these two droppers and doesn't happen to any of the others that are wired the same way i have checked all of them over and over again and i know its a bug and not a problem with the wiring.

Please include a screenshot.

This is the redstone updating inconsistently by location bug.
MC-11193.

the droppers below the fermented spider eye and sugar frames do not activate when i activate them with the buttons below or even place a redstone torch next to the redstone to update the dropper. It only happens to these two, all of the others work perfectly as well as the other side that has droppers wired up the exact same way as these

What happens when you remove and replace the droppers?

Oh sorry the screenshot clears it up, unrelated to MC-11193

when i place the dropper it will activate as if the redstone was already on even though it is off. Also when i break the redstone dust it will activate it another time but if i place the redstone back and break it again then it won't activate and nothing will activate it after these two things happen its as if the dropper isn't there at all

You're probably powering the dropper from somewhere nearby. Please remove all surrounding blocks and try again.

I've checked at least 10 times if anything else is powering it and nothing is which is why i think its a bug that should be fixed. I know what I'm doing when it comes to redstone and nothing else is powering it because theirs nothing below or above it that has redstone and it should be working.

okay i found the bug. the redstone 2 blocks above is for some reason powering the dispenser and causing it to have weird behavior. this shouldn't be powering it though the redstone is too high am i right? I've never had this problem before

Can you attach your world save?I want to test it. I saw something similar at Etho's channel: https://www.youtube.com/watch?v=gVLWi_Zs_L8&feature=youtu.be&t=1193 .He is playing 15w42 in this video.
Daniel, on second screen you showed that dispensers are in BUD mode.
They are powered from redstone above, but they notice it only when there is update near them. Unpowering works in the same way. When redstone above is unpowered, dispensers/droppers are still powered until they got block update.

This is as intended:
http://minecraft.gamepedia.com/Quasi-connectivity
"Quasi-connectivity is a property of dispensers, droppers, and pistons that allows them to be activated by anything that would activate the space above them, no matter what is actually in that space."
I suggest replacing the block two blocks above with a slab, which would not power a device below.

Yup. See MC-108.
