What is supposed to happen:
after right clicking a command block while being teleported it opens the command block you right clicked
What really happened:
the game opens up a "phantom command block" with all the buttons unclickable besides cancel and the command text is empty if you are being teleported while opening it (even if the teleportation is to the exact same location).
Steps to reproduce:
put a command block on the repeat state
put in the code '/tp @p ~ ~ ~ ~ ~'
activate the command block
open it by right click

This has happened to me too, I tried to make an infinite elytra flight machine by teleporting the player slightly upwards (I think it was ~ ~0.3 ~) and when I went to edit the command I could sometimes access it properly and other times it would open an empty command block. It's a pretty minor bug but it gets annoying.
Is this still an issue in the most recent versions (currently that is 1.11) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time. If you are the owner/reporter of this ticket, you can modify the affected version(s) yourself.
Confirmed for 1.18.1 (the models you can see are a resource pack, the game is unmodded).
Maybe related to MC-197855 (this requires constant teleporting too, and is seemingly a packet being ignored because of it).
