Arrows teleport backwards when falling after being shot underwater

The bug

When you shoot an arrow underwater, it loses momentum very quickly and curves downward, eventually falling straight down. However, in this case it teleports a bit backwards while falling.

This might be because the game thinks it's not falling underwater anymore, and treats it as if it was falling in air.

Cannot reproduce in 16w43a.

I can confirm that this is still the case in 1.11 pre-1
