The bug
In 1.8.9 the TNT block has alternative textures, however in the 1.9 snapshots it is only using one texture.

Work as intended, due to MC-12959
I would rather say relates to. It would make more sense for the PrimedTnt to use the texture of the block
it does, but as @unknown said before:

The model gets assigned randomly in the world, not possible to sync this up.
I meant that not the block but the PrimedTnt uses the texture and model of the block, similar to how it was solved for MC-62552
Can confirm.
