[MC-98481] Lava was in a rivine, I started placing water. I reclaimed it so fast that there wasn't a full block (about 3/4 of the block) and it had ifinite water.

The water kept on going on a less-then-full water source block

Steps to Reproduce:
1. Place the water block
2. Reclaim extremely fast
3. For me it SHOULD take couple of tries and make a water source
