[MC-99165] places a block over the block Im standing on.

When im in skywars i try to get to peoples islands. Anyways, when Im doing this i am sneaking and placeing blocks at the same time. In 1.8 it would let me place down blocks over the block your standing over. But 1.9 it does. PLZ FIX!
