We couldn't connect to the Minecraft services error

Starting yesterday I am receiving an error when opening the Launcher:

Oh no! Something went wrong, and we couldn't connect to the Minecraft services. Try again

It was working fine previously.

Checking the logs (launcher_log.txt) seems to be an SSL error.

 

I have tried uninstalling and reinstalling the Launcher. Now I am getting an error when trying to start it:

Couldn't load launcher core from "C:\Program Files (x86)\Minecraft Launcher\game\launcher.dll": LoadErrrorNotPresent.

If this is your first time running Minecraft, Please ensure you are connected to the internet so we can download updates.

Logs (launcher_log_reinstall.txt) still show an SSL error.

MCL-11510 is marked as Resolved but currently I am not able to install the launcher (I assume because of the SSL error). WEB-5634 has this comment:

TLSv1.2 was accidentally enabled on a certain endpoint. The change is rolledback now.

I assume that is a typo and it is meant to be TLSv1.3 which is not supported by Win7 which I am using.

Hi team,

The issue is not a duplicate of MCL-11510 - logs show an SSL error which is stopping me from reinstalling the game. WEB-5634 has been solved witch changes to the Microsoft Services endpoint; but I am still seeing the error now. Have the changes to the TLS version have been reverted?

Does MCL-22317 help at all?

MCL-22317 looks to be similar for the reinstallation, but I was getting the SSL error before that. If the root cause is the same then it could be. The workaround to repair the Launcher toes not work, and I do not have another computer to manually copy the installed files.
