Reposting this issue (was MC-22315) because it was marked RESOLVED and considered a duplicate of MCL-22317. However, that issue (which had a slightly different error message anyways) was on Windows, and the only workaround provided was for Windows; my issue still persists exactly as described below, even after downloading the latest Linux launcher executable from https://launcher.mojang.com/download/Minecraft.tar.gz
The following error occurs when attempting to launch the Linux binary on a Linux machine with JRE 17 installed:

My Internet connection is fine, and the launcher was able to download other files.
