So some progress has been made, the MinecraftInstaller.msi now installs properly on Windows 7!
So probably the download server for the installer has been downgraded to TLS 1.2.
BUT the downloading of the assets still fails, see screenshot.
This has now been a problem since before summer.
The fix is EASY, add TLS 1.2 to piston-meta.mojang.com just like you did for launchermeta.mojang.com!
I mean you don't need to waste electricity encrypting patch data anyhow!!!
And please with cherry on top don't mark this as invalid... because it is valid!
Edit: Now it says: "Error details: HTTP server doesn't seem to support byte ranges." Probably because it created the file before failing with TLS and then tried to resume the download of the TLS failed file.
But that doesn't change the bug report, the bug is still and since forever TLS 1.3
Edit2: Hold your horses, drop your linnen and stop your grinnin, the latest snapshot 22w45a works!!! Because resources.download.minecraft.net is fixed!!! Holy mackerel what a journey!
Again the bug report is still valid for 19, 19.1 and 19.2, but now After 6 months of hiatus we can play Minecraft again. I probably won't migrate my account, need that for the old launcher if you mess this up again. So more money for you, a third account for 2 people!
Edit3: This just keeps on giving: "Multiplayer is disabled"!!! Are you kidding... I give up (for today, tomorrow I'll give the parent that registered the account a lesson in why you should NEVER tell the real age of you kid to the internet)!
You couldn't invent this if you tried...
Edit4: Mojang didn't fix anything, I downloaded the last patch for Windows7 must have been that; trying to reproduce later on my sons Win 7 box. Will MCL fix later maybe if it works.
Edit5: NOW it works, 7 months after I first reported the problem.

You might want to give people access to the files the launcher installer fails to download instead fo causing all this fuzz/delay which is unprofessional.
I have zipped the files here: http://move.rupy.se/file/launcher.zip
That way people with Windows 7 can play the snapshot releases and hopefully the newer releases switch to resources.download.minecraft.net which has TLS 1.2 enabled.
An alternative is to recommend they install updates, I don't know which ones that made it work for me but probably one of these: kb4474419, kb4490628, kb4534310, kb4536952

Edit: Also the MinecraftLauncher.msi version has a memory leak (took 5 days to crash), great idea to switch to some web based solution instead of the 2 previous Java ones.

Does this issue still occur?
Please also uninstall the Launcher, delete .minecraft folder (copy its content elsewhere before deletion) and then reinstall, restart your computer. Then please try to boot the Launcher.

I experience this and many other issues such as no auth servers and chat validation error and encrypting phase stuck
The only fix I have is to re log to microsoft before every client launch and disable IPV6.
Why this combo?

@dark_mift a workaround for your problem is found in MCL-23025 , but your issue specifically seems to be with Forge.
In regards to my previous comment: This error is caused by software installed on the user's computer, that attempts to optimize the traffic currently on the network. The most prominent software appears to be "Killer Intelligence Center", which comes preinstalled on Dell & Alienware computers. Turning off all switches in the bottom right panel of it, or uninstalling it completely, should fix the issue.
This same software has been found to cause "failed to download file" errors, for which a workaround has been documented in MCL-23025. That workaround now includes this new knowledge. It's not a Mojang problem.
