The launcher starts with the little loading animation (here, a running armadillo) and suddenly a grey screen with the exact text:
“Whoops! An unexpected issue occurred; we are sorry for the inconvenience. Please try restarting your Launcher. If that does not resolve the issue, please log a bug report here”
The green “try again” button does not react when clicked on
The issue persists after closing the launcher
There are no error codes given.
The launcher should load all the way and give me access to play minecraft

Are y’alls problem similar to this: MCL-25509
If so, then rm ~/.minecraft/webcache2/Default/Preferences is a worst-case fix; at least for Linux. There might be an equivalent in Windows. I don’t own a copy of Windows to test with.
Be sure to mention what OS version and/or distro you are running.
I use prism when using mods; including forge. Prism appears to “self correct” for whatever problem is causing this.
