Are y’alls problem similar to this: MCL-25509
If so, then rm ~/.minecraft/webcache2/Default/Preferences
is a worst-case fix; at least for Linux. There might be an equivalent in Windows. I don’t own a copy of Windows to test with.
Be sure to mention what OS version and/or distro you are running.
This still works as a fix, but it is still a bug.
I’m running the KDE neon distro of Linux.
I couldn't find any earlier, and a streamer I watch couldn't find any.
Updated with seed and better picture.
Can confirm, the bobber does not appear, but the fishing rod still functions properly, albeit with difficulty as the bobber is no longer there to help indicate a catch.
There are new minimum requirements for minecraft. Do you meet them?

It should either exist, or coal shouldn't be able to spawn underneath y=0, or at least not 30 blocks down.
Andesite is currently supposed to spawn underneath y=0, and that's the only block your picture shows.
That's andesite, which is currently supposed to spawn underneath y=0.
This is an issue, especially when the spawn rate is so high that you're swarmed by 6 wither skeletons and 6 blazes all at once, and as soon as you kill them you turn around, walk back, and there's 6 more to merk your face.
Those new images are after I did /kill on all the nearby mobs multiple times
Can confirm, still happens
This is a bug, it has to be a bug. Something that would allow there to be that many wither skeletons all at once is a bug. The fact that this only happens because not enough mobs are spawning outside of the fortress in those areas does not change the fact that Nether Fortresses in these areas are entirely unapproachable. There has to be a work-around of sorts.
You don't use the crafting table for that, you use the smithing table
First world I loaded in 1.14. Chunks were rendering haphazardly. The blocks were there but you couldn't see them.

I use prism when using mods; including forge. Prism appears to “self correct” for whatever problem is causing this.
