Lead can only be attached to a wall when holding a lead

The bug

When you have leashed a mob with a lead, you can only attach it to a wall, if you hold a lead in your hand, however for fences you don’t need to hold a lead in your hand, which is inconsistent.

How to reproduce:

  1. Spawn a leashable mob

  2. Leash it

  3. Place any wall

  4. Don’t hold the lead in your hand

  5. Look at the wall

  6. Right click

Observed Result: Nothing happened, the lead didn’t get attached to the wall, however with a fence, it would have been attached.
Expected Result: The lead should be attached to the wall, even if you don’t hold a lead in your hand.

Affects 1.17.40.20

I can still reproduce this in 1.18.2 Hotfix and 1.18.20.21 Beta.
