The growth of pumpkins seems to be affected by blocks surrounding the stem. The more blocks surrounding it the slower it grows.
In the attached picture the pumpkin stems on the left produce far less pumpkins per hour than the ones on the right.

This may be intended based on the change noted in MCPE-90344. If the random side chosen when the pumpkin attempts to grow a fruit is already occupied, then the attempt would fail, and another attempt may not be made until the stem receives a another random tick.
Update: this does seem to be what is happening. To test, I planted pumpkin seeds in 3 different settings, changed randomtickspeed to 100, and counted for 10 minutes, breaking every pumpkin that grew.

I have confirmed a separate report on the general growth rate of pumpkins: MCPE-91021. Although I expect that the random side choice mechanic causing surrounding blocks to affect growth rates is intended (unless it is disparity with Java, which I cannot evaluate), I also believe the general growth rate is not correct.

I can’t tell exactly which stems you are counting as on the left or on the right, or if there is a stem under the one stone block next to the glowstone. Please provide more information.
