Steps to reproduce:

  1. Put a redstone torch on a block

  2. Deactivate it using redstone

  3. Re-log

Observed results:

The redstone torch lights up when logging in again

then goes off but activates the droppers that are connected to it

Expected results:

The redstone torch should stay off

There are many ways a torch might be "deactivated using redstone". Please attach screenshot(s) that show the redstone that affects the torch. Please make your steps specific and exact so that someone else can reproduce exactly what you made.

I think I can explain this.

or you can follow these steps.

Steps to Reproduce:
1. place a RS torch attached to a block and a block above it with redstone dust above the first block (this will make the torch turn on and off until it burn out)
2. Place a dropper in front of the torch, with some items inside it (this will detect whenever the redstone fires)
3. Log out from the world then log in.

Observed Results:
the dropper will drop the items (caused by the activated RS torch).

Expected Results:
nothing should happen, the dropper should not drop the items.

You can also detect the firing using a piston and a block in front of it. But you need to place a repeater to reduce the speed so that the piston can work. The block will move after logging in.

This is also shown in the video.

Burnt redstone torch is supposed to reactivate when it receives a block update, and the issue here is that redstone torches get updated on relog. While this is probably an unintended outcome of the current behavior of relogging, one can not expect burnt redstone torches to be burnt forever.
