Hello,
In bedrock, a machine known as a "loader and deloader" which is a rail cart system involving a hopper on a railcart(hor). this mechanism makes for the very useful ability to put all of the items from a hopper on a minecart into a stationary chest before receiving a signal from a comparator to send the minecart back down the railway it came in once it is empty. Once the hor reaches a hopper with a golden railcart on top of it, the hor will stop if it has items inside it because it will start to send its items to the other hopper, which will then send a signal to a comparator so that the signal is used to power off the railcart therefore stopping the hor in its track.
the issue. In consoles and only consoles ( I looked around to try to find it on YouTube and here), the hor does not stop because the golden rail does not power off and from what I could deduce, the hor and hopper underneath it do not deload items at the same time as Java or mobile editions which renders the mechanism useless. However, there may be another reason its being caused. It is nothing on my part, if I need to give a better explanation, like a visual or video I can send it to better explain.
summary
This console exclusive bug prevents hoppers on minecarts to function properly which therefore causes the inability to create more advanced redstone mechanisms

The attach file isn’t working for some reason (maybe because I’m on iPhone) but a link to a photo of the same mechanism I used is

The minecart is supposed to stop on top of the hopper but in bedrock it does not unless you purposefully slow down the carts by standing in front of them or making a lot of slope
On the Minecraft wiki storage minecart tutorial page, when describing a design that's equivalent to yours, it states:
A possible downside of this design is that the powered rail is always active as long as the hopper is empty so if a cart approaches to the unloader too fast, there is a non-negligible chance that the cart bounces off before getting braked by the deactivated powered rail.
Since this appears to be a longstanding game behavior that is understood by the community and is the same in Java Edition and Bedrock Edition, I think it is probably working as intended. As you've stated, you can make a reliable unloader by slowing the Minecart with an inclined rail.
Confirmed for 1.17. something is going on with powered rails and hoppers. I've been fussing over this contraption for days now thinking I'm doing something wrong. The minecart will slide right off of an unpowered rail. In java it just stops. Or at least it used to. Comparators will blink instead of stay on when detecting items through a hopper. This combination makes this once useful, now unusable. I have it hooked up to a dropper instead but the cart doesn't sense the unpowered rail in time. No matter how fast or slow I make the cart or on/off the rail.
