I am keeping named creepers nearby named “Creeper” and they’re causing my creeper farm to not produce any more creepers while they remain alive. Only when I kill one does it allow one more creeper to fall into my creeper farm and no others will spawn.

It was listed on the official wiki for nametags that they do not count towards the mob count (https://minecraft.gamepedia.com/Name_Tag). It does not specify this is not true for Bedrock.

Jay Wells, If the OP is not replying. Then I can take over the support ticket and give you more info about this bug. This bug has been, and is still active < 1.19.81+ and really breaks a lot of the gameplay any time you use name tags. Even where I have a piglin bartering farm with approximately 30-35 name tagged Piglins, The surrounding loaded area around the Piglins will not spawn any mobs until the Piglins are unloaded. However, Ive had this happen in multiple instances.

Experiencing an issue in the over world with named mobs counting towards the mob cap. I had a general mob farm under my base that the rates tanked on as soon as I started keeping named hostile mobs nearby. When I first built the farm it had a near constant stream of mobs flowing in. After I built an exhibit of named hostile mobs about 20-30 blocks away, assuming the name tagged mobs wouldn’t affect the rates, that dropped to only a couple of mobs per minute tops regardless of weather, time of day, or how well lit up the surrounding area was.
I first noticed a drop after adding a couple of named creepers. My gunpowder rates from the farm dropped by over half. Later adding a few zombies, a witch, and a spider rendered the farm effectively useless. All mobs in the exhibit are individually name tagged. None were pulled from the farm, but were gathered from other areas. All were named before being brought to within proximity to the farm.
Where are you getting the expectation that naming a mob will remove it from the mob cap?
